Summaries of OPA briefings on the Standard Offer Programs – now available on APPrO’s website

The Ontario Power Authority gave extensive briefings on its two standard offer programs at the APPrO 2008 conference in Toronto on November 18, 2008. The briefings took place as part of the Innovation Café , sponsored by the Ontario Centre of Excellence for Energy. APPrO has now released detailed reports of what the OPA told participants in those meetings. Some of the information in these sessions was new and had not been previously released in any other forum.

Ontario’s Standard Offer Programs have been the subject of intense discussion in recent months as the renewable program was suspended temporarily and the clean energy program was postponed last year, despite the programs’ prominence in the government’s energy program, and despite high levels of interest from the industry and stakeholders.


The OPA’s Manager of Distributed Generation, Jim MacDougall, spoke frankly and openly to an audience composed of power project developers and industry experts on November 18. He addressed many of their concerns and questions about the delays in the programs and the changes that are being considered. There are two standard offer programs: The Renewable Energy Standard Offer Program (RESOP) and the Clean Energy Standard Offer Program (CESOP). MacDougall gave a briefing about each program for approximately an hour in two separate sessions.
