Overview of APPrO Advocacy Initiatives – 2009 / 2010
1. APPrO continues to play an important and ongoing role in advocating for generator interests at the IESO on a number of issues including CAOR, Peak vs. Average Pricing, how the IESO ranks market design initiatives, interties setting MCP, Surplus Baseload Generation, EDAC, as well as larger energy price fidelity and Global Adjustment issues;
2. APPrO was a participant in a number of important Ontario Energy Board Hearings and Consultations including: - Union and Enbridge Rate Cases, - Gas Storage Allocation and Storage Access Rule (STAR), - Union T-1 Process Improvements, - Distributed Generation Rates and Connection Procedures, and - Transmission Connection Cost Responsibility Review and the analogous proceedings on connections under the Distribution System Code.
3. APPrO continues to advocate strongly for a NUG follow-on procurement process for those facilities willing to negotiate with the OPA, ensuring the various parties understand the importance of resolving the issue expeditiously. A key aspect of this effort is working with the OPA to develop greater clarity around the facilities’ capabilities as well as with the Ontario Financing Authority and Ministry of Energy & Infrastructure;
4. APPrO has taken a strong position for its gas-fired members around TCPL’s Eastern Zone Mainline tolls, and joined the Tolls Task Force to support their interests. APPrO is also active in TCPL’s Mainline Advisory Committee and other Mainline related forums;
5. APPrO was actively engaged with the Ontario Government as it looked at developing a cap and trade system, and has been working through CARES (Clean and Reliable Energy Supply Consortium) to ensure that the Ontario government’s approach through Bill 185 is consistent with our cap and trade/climate change principles;
6. We continued to campaign for policy and regulatory initiatives that would make distributed generation more widely possible in Ontario;
7. APPrO was very active with the OPA in all of its generator and system-focused activities, for example: - On a wide range of procurement policy and contract issues; - On the design and development of the Feed-In Tariff (FIT) program and related regulations;
8. APPrO has provided input to the Ministry of Environment on proposed new emission requirements for gas-fired turbines, the rules for Renewable Energy Approvals, and other matters.
9. APPrO has been the most outspoken and effective voice in favour of non-discriminatory transmission access during and after the development of the Ontario FIT program.
10. APPrO continues to represent generators on a range of consultative and public bodies including Hydro One’s Customer Advisory Board, the IESO’s Stakeholder Advisory Committee, the OPA’s planning functions, appearing before Committees of the Legislature, and other groupings.
11. As well, our annual Canadian Power Conference and Trade Show is a key landmark in the sector. Last year, over 1000 people from government, industry and the regulatory agencies gathered to discuss the latest issues and focus on how to promote the development of a more competitive market in Ontario.
