Bruce Ander
Markham District Energy

Bruce Ander is President & CEO of Markham District Energy Inc. (MDEI), the competitive affiliate of Markham, Ontario. Mr. Ander was appointed to this position in September 2002. Mr Ander’s career covers over 20 years in the energy sector in Ontario with specific expertise developing high efficiency embedded cogeneration and district energy projects.

Mr. Ander has served on the Boards of IPPSO, the Canadian District Energy Association (CDEA), and the Canadian Energy Efficiency Alliance (CEEA). Mr. Ander is a Professional Engineer with a degree from the University of Western Ontario and a Masters in Business Administration from the University of Toronto.

 

 

Judith Andrew
Vice President, Ontario
Canadian Federation of Independent Business

Appointed Vice-President, Ontario in January 1999, Ms. Andrew is the Federation’s lead representative before the Ontario government.

Ms. Andrew held several positions in the Federation’s research and legislative departments before assuming her current post.

Among a range of appointments representing CFIB’s 42,000 Ontario member businesses, Judith served on the Energy Minister’s Electricity Transition Advisory Committee 1998-2003.

Ms. Andrew is the author of numerous CFIB briefs and reports on a wide range of issues affecting small- and medium-sized firms.

Partner and National Leader of BLG’s Electricity Markets Group.  Advises on electricity and natural gas matters including new regulatory requirements, market rules, energy agreements and energy procurement strategies. Advised clients since 1987 on all aspects of power project development including structuring transactions, project finance, contract design and completion, regulatory issues, power purchase and energy sales agreements, construction contracts, operations and maintenance agreements and non-utility generation contracts. Advises Ontario municipalities and municipal electric utilities on issues relating to electricity market restructuring, mergers, divestitures, governance and ongoing corporate structures. Advises municipalities and private sector clients regarding restructuring and commercialization of water and wastewater. Member, Board of Director, APPrO (Association of Power Producers of Ontario). Bruce Boland
Senior Vice President, Corporate Affairs,
Ontario Power Generation Inc. (OPG). 

In this position, Bruce is responsible Public Affairs, Regulatory Affairs, Corporate Strategy, and Information Technology.  He also serves as Chair of OPG Ventures. Prior to 2005, Bruce was Senior Vice President, Customer Solutions. Bruce was responsible for OPG’s customer interactions by developing commercial-based relationships that provide mutual advantage to OPG and its customers. Bruce also served as Senior Vice President, Energy Markets, from 2000 to 2001.

Bruce Boland was previously Vice President, Regulatory Affairs, where he was responsible for the relationship of OPG with all economic regulatory agencies.

Bruce Boland served as a member of the Electricity Conservation and Supply Task Force, which published its report in January 2004. He was also a member of the Province’s Market Design Committee on electricity restructuring in 1998/99. He also served as a Board Member of the IESO (previously the IMO), the organization in Ontario responsible for the development and operation of a competitive electricity market, from 1999 to early 2005. He is currently on the Board of the Ontario Energy Association whose mission is to foster a business environment conducive to a prosperous and sustainable energy industry.

Bruce Boland joined Ontario Hydro in 1982 and holds an MBA from the University of Toronto, a BBA from Wilfrid Laurier University, and is a Certified Management Accountant.

 

 

Paul Bradley
Vice President, Generation Development, OPA

As Vice President of Generation Development Paul, is responsible for procuring power generation and conservation and demand response resources for the Province.

Most recently, Paul was founder and managing director of PJB Energy Solutions, a financial advisory and direct investment company dedicated to the Ontario electricity sector. Paul previously served as the Financial Services industry representative to the Technical Panel of the Independent Electric System Operator. Paul was previously an Executive Director for the Power and Utilities group of the investment bank CIBC World Markets. He also worked for 8 years for Duke Energy Corporation’s independent power subsidiary, with supplementary roles in treasury, risk management, and mergers & acquisitions. Paul is a Certified Public Accountant (inactive) and has a Bachelor’s degree from Boston College magna cum laude.

 

 

Tom Brett
Gowling, LaFleur Henderson LLP

Mr. Tom Brett is a senior partner and Vice-Chairman of the Energy Department of the national law firm of Gowling Lafleur Henderson LLP, where he specialises in the transactional and regulatory aspects of energy law. Mr. Brett is a director and past president of the Independent Power Producers’ Society of Ontario.  He has represented end users, marketers, pipelines, and power producers in various contractual matters, development projects, and regulatory proceedings.

 

 

David Brown
Stikeman Elliott LLP

David M. Brown is a partner in the firm’s Civil Litigation and Energy Groups in Toronto and has extensive experience in natural gas and electricity regulation. Mr. Brown is recognized by Lexpert as “most frequently recommended” in the area of Electricity. Listed in the 2005 Lexpert/ALM Leading 500 Lawyers in Canada as an expert in Electrical Energy. He is cited as a leading practitioner in the energy/natural resources field by the London-based Guide to the World’s Leading Energy & Natural Resources Lawyers (2003). He appears before the Ontario Energy Board and the Manitoba Public Utilities Board at numerous hearings, including natural gas rate and deregulation hearings, electricity transmission and distribution hearings and leave-to-construct applications.

Transmission hearings have included:
Hydro One transmission rate design;
Ontario transmitters pooled rate hearings, including FNEI;
Most major Ontario transmission leave-to-construct hearings since Bill 35, including the TransAlta, Hydro-Quebec/Hydro One, Great Lakes Power and Falconbridge applications; and
The on-going proceedings to amend the Transmission System Code.

Mr. Brown was part of the firm’s 1999 advisory team to the Ontario Market Design Committee, he acts as regulatory counsel to the Independent Electricity System Operator and is on the list of approved outside counsel to the Ontario Energy Board.
Mr. Brown provides advice to energy clients on commercial and marketing issues, including power purchase contracts, gas supply contracts, ancillary services contracts, transmission interconnection agreements and the retailing of natural gas and electricity.

Mr. Brown teaches Energy Law at OsgoodeHallLawSchool, Toronto, Ontario; taught trial advocacy at the Faculty of Law, Queen’s University from 1990 until 2002. Director, Advocates’ Society. Jan Buijk
Detroit Diesel Allison Canada East
GE Energy – Jenbacher Gas Engines

Jan Buijk is the Sales Manager at DDA Canada East responsible for the sales and marketing of GE Energy’s Jenbacher Gas Engines that are utilized for on-site power, CHP and renewable energy projects such as biogas fuelled power generation systems.

Jan started his career in the power generation business in 1984 as a design engineer, involved in numerous CHP projects at “Spruyt Energy Systems” in the Netherlands.

Since moving to Canada in 1988, Jan has had direct sales and marketing responsibilities for more than 60 CHP, renewable energy, and other distributed generation projects currently in operation acrossCanada.

Jan holds a degree in Mechanical Engineering from the University of Utrecht in The Netherlands, where he also wrote a thesis on the use of landfill gas for power generation applications.

 

 

David Butters
Association of Power Producers of Ontario

David Butters is President of APPrO. He comes to APPrO from Hill & Knowlton in Toronto, where he was Vice President, Public Affairs, and Director of their Canadian Energy Asset Group. He has been active in the sector as Secretariat to the Stakeholders Alliance for Competition and Customer Choice. His professional background also includes work for Bruce Power, TransAlta, AECL, Fortis, Toronto Hydro, the Association of Major Power Consumers in Ontario, and as Chief of Staff to a federal cabinet minister. Mr. Butters also has an extensive background in advertising and marketing communications.

 

 

Mike Butters
MBC Energy and Environment

MBC Energy and Environment specializes in emission reduction planning and reporting, energy management, and the development and application of emerging sustainable technologies. The company combines engineering, business, and marketing capabilities to provide a unique integration service that helps stakeholders understand and capitalize on the energy and emission reduction markets. 

The company principal, Michael A. Butters P.Eng., has more than twenty years’ experience in the energy industry, specializing in energy management and conservation in the commercial and institutional sectors. During his ten years at (the former) Ontario Hydro, he was responsible for some of the largest energy retrofit projects in the province. 

MBC has provided emission reduction protocol and verification reports for a number of renewable and conventional electricity generators, and was one of the first companies in the province to register Set-Aside Allowances on the Ontario Emissions Trading Registry. Mr. Butters is the principal author of the Emissions Trading Primer, and is the former executive director of Pilot for Emissions Reduction Trading (PERT).

 

 

Hon. Donna Cansfield
Ontario Minister of Energy

On October 11, 2005, after serving for two years as a Parliamentary Assistant, Donna Cansfield was sworn in as Minister of Energy.

Ms. Cansfield was first elected in 2003, after serving constituents as a school trustee for 15 years. Over that period, she became well known as a tireless contributor to services for communities, families and, in particular, children. Among her many roles, she served as a trustee and chair of the Toronto District School Board, as a trustee of the Etobicoke Board of Education, as president of the Ontario Public School Boards’ Association , and as vice chair of the Toronto Foundation for Student Success. Ms. Cansfield has also served in a national capacity, through her work as a director of Prime Mentors of Canada and as a president of the Canadian School Board Association.

Representing Etobicoke Centre, the riding that contains Canada’s largest proportion of senior citizens, Ms. Cansfield has taken particular interest in issues of aging. She served as a director of a hospice and has been active on other health care efforts. She has long exhibited abilities to elicit input and co-operation from the public and to work with all constituents to recognize key social goals.

While in the position of Parliamentary Assistant to the Honourable Dwight Duncan, the previous Minister of Energy, Ms. Cansfield was called on to lead the government’s Conservation Action Team. Over the course of 2004, that team traveled across the province meeting with over 300 stakeholder groups and individuals representing a wide range of interests in energy. That effort culminated in Building a Conservation Culture in Ontario, a report that concludes with a series of 30 recommendations.

Donna currently lives in Etobicoke with her husband Bill. They have two children, Jennie and D’Arcy who now live and work in Ontario

 

 

Rob Cary
R Cary Associates

Rob Cary provides consulting services in electricity markets and related commercial issues. He established his consulting company, Robert Cary & Associates Inc in 2000. He provides extensive services in electricity market design and re-design in Ontario, including five years participation in the IESO’s technical panel, and representation of generators in a number of IESO and OEB proceedings. Rob advises and assists generators in new project development and existing project evolution, from feasibility review and project modeling, to negotiation of contracts and re-negotiation of existing contracts. He provides expert witness services in related dispute resolution. Outside Ontario, Rob provides services to government and system operators in the Maritimes in the development of electricity markets. He has also provided services in connection with Alberta and other markets. Rob is a director of APPrO, and of St Catharines Hydro Inc and Horizon Utilities Corporation.

 

 

Edith Chin
Enbridge Gas Distribution, Inc.

Edith Chin joined Enbridge Gas Distribution in 2000, and is currently Manager, Distributed Energy, responsible for gas service to all gas-fired generators in Enbridge’s franchise.  Prior to joining Enbridge, Edith spent most of her career in the manufacturing industry, in engineering, marketing, and energy management. 

Edith has a Bachelor of Science degree from the University of Western Ontario, a Masters degree in Science (Quantum Mechanics) from the University of Waterloo and studied at the London School of Economics in the U.K.

 

 

Barry Chuddy
Enersource Hydro Mississauga

Mr. Chuddy is Executive Vice President, Business Development and Marketing of Enersource Hydro Mississauga Services, covering all non-regulated businesses within Enersource Corporation. After leaving Emera in Nova Scotia in 2003, Barry took on this new role at Enersource, after working on a consultative basis supporting the Corporations many new initiatives related to emerging markets in distributed generation, demand side management, and green power.  Barry is now fully responsible for these initiatives and expansion within each of the Corporation’s various affiliate businesses. Barry Chuddy has two decades of electricity industry experience, holding senior positions in TransAlta and Emera and working throughout Canada and the U.S. Northeast focusing on electrical generation development, acquisition and optimization.  While working with TransAlta in Ontario, Barry led the development of their Ottawa, Windsor, Sarnia and Mississauga co-generation projects. Barry oversaw a number of TransAlta’s development activities worldwide while he took on other areas of increasing responsibility after relocating to the Company’s head office in Calgary in 2000.

 

 

Ron Clark
Aird & Berlis LLP

Ron Clark is a partner with Aird & Berlis LLP and a member of the firm’s Corporate/Commercial and Energy Groups.

Ron’s energy practice has involved advising distributors, retailers, lenders, generators and service providers on corporate and commercial arrangements, mergers and acquisitions, regulatory compliance, and legislative and policy matters relating to electricity markets. Ron has advised on generation and cogeneration projects, including project development, power purchase arrangements, designing and responding to RFPs, corporate structures, regulatory aspects and connection arrangements.  He has previously been involved in electricity restructuring in Albania, Macedonia and the Regional Southeast European market.  He also chaired the Ontario Electricity Association Task Force on Ontario’s proposed electricity legislation.

Ron is the author of numerous articles which have appeared in publications such as The Globe and Mail, Municipal World, and Electricity Today. He appears regularly on television and at industry conferences to speak on energy matters.

Ron received his Bachelor of Laws from Osoode Hall Law School and his Master of Laws from New York University.  He is called to the New York and Ontario bars.

 

 

John Dalton
Navigant Consulting

John Dalton, Director of Navigant Consulting, oversees Navigant Consulting’s energy practice in Canada. John typically leads the firm’s Canadian electricity market assessment and market price forecasting assignments. He has managed a wide range of projects, including studies of electricity and natural gas markets and economic and financial feasibility studies. He has advised numerous clients on a wide range of competitive bidding issues including several clients evaluate the opportunities offered by participating in the Ontario Ministry of Energy’s Renewable Energy Supply and New Clean Generation RFPs. He is advising the Ontario Power Authority on its Combined Heat and Power Procurement initiative and the pricing, eligibility and contract terms for a standard offer program for small generation projects. 

John combines a strong understanding of wholesale power market fundamentals with a broad economic and energy policy background. He is frequently asked to speak on generation project development opportunities and wholesale market risks and is one of the principal authors of Navigant Consulting’s Ontario Wholesale Power Market Assessment Report. He has developed Ontario generation strategies for a number of Canadian andU.S. clients. He has advised several clients that were interested in acquiring Ontario wind projects and has identified acquisition candidates and assessed their respective competitive strengths. He advised the Ontario Select Committee on Alternative Fuel Sources on renewable policy development in Ontario and advised the Market Design Committee in New Brunswick on policies to promote the development of renewables in New Brunswick. He advised Ontario’s Electricity Conservation and Supply Task Force on the costs, risks and benefits of a wide range of conventional and renewable energy technologies. John served on the Board of the New England Cogeneration Association. John has a B.A. in Economics from BrownUniversity and an M.B.A from BostonUniversity.

 

 

Elisabeth (Lisa) DeMarco,

Lisa assists clients on matters related to natural gas regulatory law, domestic and international green power, cogeneration, and natural gas-fired electricity projects, as well as emissions trading and green power transactions.

Lisa is generally recognized as a Canadian expert on emissions trading and has been invited to share her expertise around the world. She represents a number of cogeneration and green power companies on power projects and emissions matters in Ontario and Canada. She also represents a range of energy marketing and electricity generation clients in proceedings before the Ontario Energy Board. In addition, Lisa acts for a number of international organizations and companies in matters related to the Kyoto Protocol.

Lisa’s experience includes:

  • Representing energy wholesalers and marketers, and electricity generators in natural gas rate proceedings before the Ontario Energy Board
  • Advising large power producers on emissions transactions and the Kyoto Protocol
  • Assisting clients on the development of gas and renewable power project development and proposals pursuant to Government RFPs
  • Assisting an international lender in carbon finance and Kyoto emissions transactions
  • Acting on precedent emission offset backed loan/conditional grant financing
  • Advising a multinational energy company on the international trade implications of Canadian implementation of the Kyoto Protocol
  • Assisting both governments and international government bodies in emission trading policy formation, legislative drafting, contractual and international emissions trading

John J. Easton, Jr.

John J. Easton, Jr. joined Edison Electric Institute on April 1, 1994, and serves as Vice President of International Programs. He oversees international member development and programs to benefit domestic members in international business. 

From 1989 to 1993, Mr. Easton served in three Presidential appointed positions at the U.S. Department of Energy:  Assistant Secretary for Domestic and International Energy Policy; General Counsel; and, Assistant Secretary for International Affairs and Energy Emergencies.

From 1970 to 1989, Mr. Easton practiced law in Vermont and served in state government. He was twice elected Attorney General and was the Republican nominee for Governor in 1984.

He attended the University of Colorado (B.S., Accounting, 1964), and Georgetown University Law Center (J.D., 1970).  Mr. Easton served in the U.S. Air Force from 1964-1968, resigning with the rank of Captain.

Mr. Easton and his wife Donna currently reside in Baltimore, Maryland.

 

 

Doron Ezickson
Co-Chair of the Energy Group, McDermott Will & Emery

Doron F. Ezickson is a partner in the Trial Department and partner-in-charge of McDermott Will & Emery LLP’s Boston office.  He is co-chair of the Firm’s Energy Practice Group and serves on the Firm's Management Committee.  His energy practice involves a wide array of federal and state regulatory and compliance issues relating to the development and operation of wholesale energy markets.

Doron has been involved in numerous federal and state proceedings concerning the transition to competitive markets, the design and operation of both physical and financial markets, market competition issues and disputes over market structure and operation.  He was involved in the deregulation of the electric markets in Massachusetts and Rhode Island and initiated FERC actions on a number of electricity market structure issues including virtual trading in New York and bid caps in California.  He has been involved in a number of federal and state antitrust law cases, including those involving the California markets.  He is an active participant in ISO and RTO processes in each of the organized markets with particular emphasis on New York, PJM and New England.  Doron regularly conducts compliance training on energy regulatory issues and is experienced at internal investigations on issues of concern to energy marketing and trading operations.  He has authored a number of articles concerning developments in the energy markets including “Creating a Culture of Compliance”, Platts Insight (October 2004) and a chapter co-authored with McDermott partners Andrea S. Kramer and Paul J. Pantano, Jr. entitled “Regulation of Wholesale Electric Trading After Enron,” which appears in the CATO Institute’s Corporate Aftershock, The Problem Policy Lessons from the Collapse of Enron and other Major Corporations (2003).

From 1991 to 1993, Doron worked for Massachusetts Governor William F. Weld, as Deputy Chief of Staff/Chief of Operations and as Assistant Chief of Staff.  His responsibilities included management of the governor’s office operations, coordination of Cabinet activities, and policy development and implementation.  Doron is also the former executive director of the Massachusetts Office of International Trade and Investment.

Doron served as a law clerk for the D.C. Circuit of the United States Court of Appeals.  During law school, he was an articles editor for the Boston University Law Review and is a graduate of Dartmouth College.  Doron is admitted to practice in Massachusetts, Washington, D.C., and Pennsylvania.

 

 

Graham Flack
Associate Assistant Deputy Minister,
Energy Policy Sector,
Natural Resources Canada

Graham Flack joined Natural Resources Canada in January of 2005 after 9 years in the Privy Council Office. NRCan promotes the sustainable development and efficient use of Canada’s energy resources through its policies, programs and science and technology. 

When at the Privy Council Office, he served as Director of Operations with responsibility for leading the development of Canada’s first National Security Policy and for the creation and implementation of the Canada-US Smart Borders process. He also served as Director of Strategic and Legal Affairs with responsibility for national unity issues including the Quebec Secession Reference and the Clarity Act.

He received degrees in political science and economics from Dalhousie University and OxfordUniversity where he studied as a Rhodes Scholar. He is a former law clerk of the Supreme Court of Canada and graduated with an LL.B. from DalhousieUniversity and an LL.M. from HarvardUniversity.

 

 

Julie Girvan
Consumers Council of Ontario

Ms. Girvan is an independent consultant who currently advises the Consumers Council of Canada in its role representing the interests of residential consumers in both electricity and natural gas matters in Ontario.  She has been involved extensively with the restructuring initiatives in both the natural gas and electricity sectors. Ms. Girvan was a member of the electricity industry’s Market Design Committee and was the residential representative on the IMO’s Technical Panel for two terms. She has recently been appointed as the residential sector representative on the IESO Stakeholder Advisory Committee. She spends a large part of her time managing interventions in proceedings before the Ontario Energy Board. Prior to becoming a consultant Ms. Girvan spent several years as a Project Manager at the Ontario Energy Board. She has a B.A. from McMaster University and an M.A. in Public Administration from Carleton University.

 

 

A. J.  Goulding
London Economics International LLC

A.J. Goulding runs a global economic and financial consulting firm focused on energy and infrastructure industries. He has been working almost continuously in Ontario since 1998 on a range of electricity market design and asset valuation-related issues. Outside of Ontario, A.J. is currently advising governments in Saudi Arabia and Hong Kong on electricity tariffs and market design, while in North America he has been working with private equity funds focused on small hydros. He also recently advised on the acquisition of a portfolio of cogeneration plants located across the US. A.J. has also worked extensively in Alberta on electricity market design related issues and on generation acquisitions. In addition to his role at London  Economics, A.J. serves as a faculty member at ColumbiaUniversity in New York City, where he teaches a course in electricity markets.

 

 

Dave Goulding, B.Tech., P.Eng
President & CEO,
Independent Electricity System Operator

Mr. Goulding was appointed President and Chief Executive Officer of the Independent Electricity System Operator in March 1999. Under Mr. Goulding, Ontarios IESO is responsible for overseeing the safe and reliable operation of Ontarios bulk electrical system - one of the most diversified, reliable and efficient in the world. The organization also oversees the IESO-administered wholesale electricity markets.

Mr. Goulding is a member of the Stakeholder Committee of the North American Electric Reliability Council (NERC) as well as The Consortium for Electric Reliability Technology Solutions (CERTS) Advisory Board. He was also a member of the Ontario governments Electricity Conservation And Supply Task Force and a former member of the Executive Committee of the Northeast Power Coordinating Council and Board of Trustees for NERC.

Prior to his appointment to Ontarios IESO, Mr. Goulding was Senior Vice-President of Central Market Operations with Ontario Hydro. Born in Yorkshire, United Kingdom, Mr. Goulding was educated at the University of Bradford, England, where he obtained a Bachelor of Technology Degree.

Mr. Granowski is a leader in developing and applying Navigant Consulting, Inc.’s generation resource assessment and market analysis tools.  Navigant Consulting Inc. is a leader in the area of resource and market risk assessment utilizing sophisticated time-series analysis and Monte Carlo simulation to develop effective resource strategies in an uncertain environment.  Mr. Granowski has been involved in resource planning efforts at clients such as the Ontario Power Authority, Puget Sound Energy, PNM Resources, Ameren Corp, and PacifiCorp.  Mr. Granowski has also performed detailed evaluations of generation assets and related energy businesses in 14 transactions, participating in successful in acquisitions totaling over US$3.0 billion.

 

 

Paul J.  Harmon, P.E.

Mr. Harmon is the Vice President of Energy Asset Consulting at R. W. Beck. He has over 20 years of experience in power generation with nearly 15 years providing due diligence to financial institutions to support financing of Canadian power projects. Mr. Harmon worked on many of the early Non-Utility Generators in Ontario in the 1990s and has recently supported some of the proposed projects in the on going Ontario request for proposal process. He has worked on numerous cogeneration projects throughout North America and has seen a wide variety of technical and commercial approaches to combined heat and power projects.

 

 

Fred Hassan, P. Eng, M.B.A.
Elenchus Research Associated (ERA)

Fred Hassan is a senior Associate with ERA. He has provided advice to LDCs, generators, transmission companies, investment firms and storage companies.

Prior to joining ERA he held senior management positions with Ontario Power Generation, Union Gas Limited and Centra Gas Ontario Inc. He has detailed understanding of the structure of gas industry with practical experience in gas supply, gas storage, upstream gas transportation, direct purchase contracts, and risk management.

 Fred represented the Ontario gas industry on the Ontario Government’s Market Design Committee, was a member of the Natural Gas Task Force and helped create an Ontario task force on distributed generation. Most recently, Fred has been assisting the Ontario Energy Board with the Natural Gas Electricity Interface Review.

Fred is Chair of Chatham Kent Utility Services a member of the Board of Chatham-Kent Energy Corporation and a principal of e3xA.

 

 

Duncan Hawthorne
President & CEO, Bruce Power

Duncan Hawthorne is the President and Chief Executive Officer of Bruce Power, the largest independent power generator in Ontario.

With close to 30 years in the power generation business, Duncan has worked in power plants in the United Kingdom, United States and Canada. He has held a range of positions over his career which began as a craft apprentice in the Scottish Electricity Industry.

Duncan has held senior positions in power companies worldwide. He was the executive lead during the acquisition of several power plants in North America and was responsible for the acquisition of the Bruce Nuclear facility and the formation of Bruce Power, where he is currently President and CEO.

In addition to his role at Bruce Power, Duncan has been an active advocate for the nuclear industry and is the current Chair of the Canadian Nuclear Association and Chairman of the prestigious Board of Governors of the World Association of Nuclear Operators - Atlanta Centre.

Duncan's leadership has been recognized by his peers though a series of awards such as Ontario Electricity Association Leader of the Year and the prestigious Ian McCrae award for leadership in the Canadian nuclear industry.

Duncan has an honours degree in control engineering and an MBA from Strathclyde University in Scotland. He is a Fellow of both the Society of Electrical Engineers and the Society of Mechanical Engineers.

 

 

Robert Hornung
Canadian Wind Energy Association

Robert Hornung is the President of the Canadian Wind Energy Association (CanWEA) and represents the interests of CanWEA members in a variety of fora. He is responsible for facilitating and implementing the development and advocacy of CanWEA policy positions as well as CanWEA's internal and external communications activities. 

Prior to joining CanWEA, Mr. Hornung worked for nine years with the Pembina Institute, an environmental research and advocacy organization specializing in energy and enevironment issues. While at the Institute, he served as Policy and Communications Director and Climate Change Program Director.

Mr. Hornung has also worked on the climate change issue with the Organization for Economic Co-operation and Development, Environment Canada, and Friends of the Earth Canada.

Bob Hunt

Bob Hunt provides over 20 years of energy experience to Optimal Technologies as they introduce their unique technology to the Ontario market. Bob is active at IESO, OPA and OEB forums to continue the evolution of the Ontario electricity market. Prior to working with Optimal, Bob was Executive Director of the Ontario Energy Marketers Association during the period when the Ontario market was preparing for market opening of the electricity market.

Bob was involved in purchasing natural gas and electricity with a major Ontario chemical company during the introduction of natural gas deregulation. He appeared before both the Ontario Energy Board and the National Energy Board to argue that reasonable access to competitive choice must be available to all consumers. Bob also has extensive experience in natural gas marketing in Canada and the US, including gas supply and transmission arrangements of generation projects.

Bob graduated as a Chemical Engineer and is a registered Professional Engineer in Ontario.

SmartGrid uses AEMPFASTTM, their leading edge grid optimization algorithm, to determine the location specific alternatives to improve transmission and distribution grids. This analysis can then be used to activate SUREFASTTM controlled devices. These devices can be thermostats, lighting controls or any wired application.

 

 

Manfred Klein

Manfred Klein has been a Senior Program Engineer in the Oil, Gas & Energy Branch, and the Electricity & Industrial Combustion Branch of Environment Canada since 1991. 

He led the development of CCME national emission guidelines based on system efficiency for stationary gas turbines to promote cogeneration in various energy sectors, and with guidelines in cement/lime kilns and industrial/commercial boilers. Mr. Klein is also engaged in;
- cogeneration and district energy,
- economic analysis of cleaner energy choices,
- natural gas industry R&D,
- energy-output based emission standards,
- taxation incentives,
- full fuel cycle analysis,
- emissions measurement.

He is currently Vice Chair of the Canadian committee on Industrial Applications of Gas Turbines, and former Chair of the ASME International Gas Turbine Institute's Environment Committee. He spent eleven years with the National Energy Board, in the design assessment of natural gas pipelines, gas turbine-driven compressor stations and combined cycles.

Mr. Klein holds a Bachelors Degree in Mechanical and Aero Engineering (1980) from Carleton University, Ottawa.

 

 

Ms. Jessica LeCroy
US Consul General
US Consulate General Toronto

Jessica LeCroy arrived in Toronto as Consul General in September 2004 after serving assignments outside the Department of State for two years as National Security Advisor to the Secretary of the Treasury, and a year in Baghdad as Executive Assistant to the Administrator of the Coalition Provisional Authority (CPA) and Director of the CPA Executive Secretariat.

A career Foreign Service Officer, Ms. LeCroy's overseas assignments have included Tbilisi, Georgia, where she assisted in opening the U.S. embassy after the fall of the former Soviet Union and served in various positions from Charge d'Affaires to political and economic head of sections; Bosnia as a political officer, where she concentrated on media and elections issues; The Netherlands, as an administrative officer; and Nicaragua, as a consular and human rights officer.

Ms. LeCroy's domestic assignments in the Department of State include service as Senior Advisor to the Ambassador at Large for Regional Conflicts in the Newly Independent States, Deputy Director for the Office of UK, Benelux and Ireland Affairs, Senior Watch Officer in the Department's 24-hour Operations Center, head of the U.S. telecommunications delegation to COCOM on the transfer of sensitive technology to the then-Soviet Union, and Deputy Director for Multilateral Affairs and Policy in the Office of the Ambassador at Large for Counter-Terrorism.

Ms. LeCroy was awarded a Salzburg Fellowship in international arbitration and an American Political Science Association Congressional Fellowship, where she worked as Senior Legislative Assistant for Trade and Foreign Policy for Senator Bill Bradley (NJ).  She is the recipient of several State Department Superior and Meritorious Honor Awards, as well as the Matilda Sinclaire Award for achievement in a difficult language (Georgian).  Her foreign language studies include Spanish, French, German, Russian and Georgian. 

Before joining the Foreign Service, Ms. LeCroy practiced banking and commercial law in Dallas, Texas, and managed the family agri-business in her native Mississippi.  She is a graduate of the National War College, Boston University School of Law, and the University of Virginia, and has completed post-graduate work at Oxford University (Trinity College), University of London (King's College), University of Virginia, Johns Hopkins School of Advanced International Studies, Carleton University in Ottawa, and the Peace Palace at The Hague.

Hon. John Manley

The Honourable John Manley is senior counsel in our Ottawa and Toronto offices. Mr. Manley provides strategic advice in matters relating to public affairs, including trade, telecommunications, security and finance. He also consults clients in matters concerning foreign governments.

Mr. Manley was first elected to Parliament as a Liberal in 1988 and re-elected three times. He served as Minister of Industry from 1993 to 2000 and as Minister responsible for the Atlantic Canada Opportunities Agency, Minister of Western Economic Diversification and Minister responsible for the Economic Development Agency of Canada for the regions of Québec from 1996 to 2000.

Mr. Manley served as Minister of Foreign Affairs from 2000 to January 2002. Following the terrorist attacks of September 11, 2001, he was named Chairman of a new Cabinet Committee on Public Security and Anti-terrorism. For the role he played following 9/11, he was named TIME Canada Magazine's "Newsmaker of the Year" in December 2001.

In January 2002, Mr. Manley was appointed Deputy Prime Minister of Canada, Political Minister for Ontario, Minister of Infrastructure and Crown Corporations, and Chairman of the Cabinet Committees on Economic Union and Social Union, while continuing to serve as Chairman of the Cabinet Committee on Public Security and Anti-terrorism. He became Finance Minister in June 2002 and tabled the Government’s federal budget in February 2003.

After leaving the federal Cabinet, Mr. Manley produced a report for the Ontario Minister of Energy on the role of Ontario Power Generation. He sits on the Boards of Directors of Nortel Networks and the Canadian Imperial Bank of Commerce as well as a number of advisory Boards and not-for-profit organizations.

Mr. Manley is a graduate of Carleton University (BA 1971) and University of Ottawa (LLB 1976) receiving the gold medal of his graduating class. He also studied at l’Université de Lausanne – École de français moderne in 1972. He articled as a law clerk to the Rt. Hon. Bora Laskin, former Chief Justice of Canada, and was called to the Ontario bar in 1978.

David J. McFadden
Gowling, LaFleur Henderson LLP

Mr. McFadden is Chair of Gowlings’ National Energy and Infrastructure Industry Group. He acts for a broad range of clients involved in infrastructure development and in power generation, distribution, sales and financing.

He was appointed by the Government of Canada to serve as a member of the Electric System Working Group, which was part of the Joint Canada-U.S. Task Force established to investigate the power blackout that hit Ontario and much of the Northeastern United States in August 2003. The final report of the Task Force, issued in April 2004, set out a blueprint to enhance the reliability of the North American electricity grid.  The U.S. Energy Policy Act, which was signed into law by President Bush in August, enacts many of the key electricity reliability recommendations made by the Task Force.

In June 2003, Mr. McFadden was appointed to the Ontario Government’s Electricity Conservation and Supply Task Force. The Task Force, which issued its final report in January 2004, provided a comprehensive strategy to meet the future energy demands of the province.

Since October 1996, he has been Chair of the Stakeholders Alliance for Electricity Competition and Customer Choice, a broad coalition of business and energy-related organizations including the Association of Major Power Consumers, Association of Exporters and Manufacturers, the Canadian Federation of Independent Business, the Electricity Distributors Association of Ontario, the Ontario Energy Association and the Association of Power Producers of Ontario.

Over the years, Mr. McFadden has been active in Canada-U.S. affairs.  He served as the founding President of the Canada-U.S. Business Association from 1989 to 1993.  In December 1988, Mr. McFadden was appointed one of Canada's members of the binational dispute settlement process created under the Canada-U.S. Free Trade Agreement to review and settle disputes arising from the application of Canadian and American trade law. He was reappointed in January 1992.

Rob McLeese
Access Capital

Mr. McLeese is the founder and President of Access Capital Corp. (“Access”), a Toronto based Financial Advisory firm specializing in the independent power industry.  Access has been involved in over $1.5 billion of independent power production project financings.  Through Access, Mr. McLeese provides advice to buyers and sellers of alternative energy projects (and companies) and has provided project reviews and rating services for lenders, owners and utilities (from 5 MW to 300 MW). Technologies with which Access has closely worked include: gas fired cogeneration, hydraulic, biomass, waste coal, other renewables, and district energy. 

Mr. McLeese is Deputy Chairman and Chief Financial Officer of three power projects in the U.S. (a 47 MW biomass, a 33 MW waste coal and 50% of a 53 MW waste coal fueled power plant). He played a major role in the development and financing of one of the projects and the acquisition and re-financing of the other two.  Mr. McLeese is a Past President of APPrO (the Association of Power Producers of Ontario).  He is a Director of Creststreet Power and Income Fund, which is co-developing two wind projects; 54 MW in Quebec and 30 MW in Nova Scotia.  He is also a Director of the Toronto Atmospheric Fund.

 

 

Paul McMillan

Paul McMillan brings a strong understanding of deregulated energy markets to the leadership of EPCOR Ontario.  Paul was appointed to this position on April 7, 2005 and is responsible for all of EPCOR’s Ontario based business and commercial activities.

Prior to assuming this new role, Paul was the President of EPCOR Merchant and Capital L.P., responsible for EPCOR’s deregulated marketing and merchant activities.

Before becoming EMC President in 2000, Paul was with Engage Energy Canada L.P. (“Engage”) and its various predecessor companies. In this capacity, he held the position of Vice President, Energy Management Services at Engage.

Paul started his career with Union Gas Limited in 1982, holding positions of progressive responsibility, primarily in the restructuring of Union’s commercial business in response to the deregulation of the natural gas industry.

John McNeil

Mr. McNeil is a lawyer by training and an independent investment banker by profession. He is President of Barker, Dunn & Rossi (Canada) Inc based in Toronto now doing business as Gestalt He is a principal consultant in the Energy Services area. Headquartered in Philadelphia, Gestalt is an information technology and interoperability service provider to both the Defence and Energy sectors.

John’s diversified experience, over many years, includes significant business option analysis and valuation work, a variety of merger and acquisition experience and extensive capital markets activity. He understands and has worked with both public and private sector entities as owners of energy businesses in terms of policy, ownership and valuation of the various options open to them. He has advised a variety of generators as to their practical options in terms of construction, expansion, use of different fuel sources, negotiating appropriate power purchase agreements, mergers & acquisitions and financing.

John is a member of the Board of Directors of Atlantic Power Corporation and its affiliate Atlantic Holdings. Atlantic Power is a publicly traded company listed on the Toronto Stock Exchange. Atlantic (with an enterprise value of about $1B) holds some 16 investments in generation plants mainly in the US. He also has been a member of the Electricity Task Force of the Toronto Board of Trade for the past 10 years. He holds degrees from QueensUniversity, Batchelor of Arts (BA Hons), from the University of Toronto Bachelor of Laws (JD) and from the University of British Columbia a Masters degree in Business Administration (MBA).

 

 

Paul Murphy

Paul Murphy is the Chief Operating Officer for the Independent Electricity System Operator.  He is responsible for managing the operation of Ontario’s competitive wholesale electricity market and for directing the operation of the IESO Controlled Grid; forecasting and assessing resource and transmission adequacy; developing and administering contracts and operating agreements and for settling market transactions.

Paul is past chair of IESO’s Technical Panel; the panel of market participant representatives that recommend market rule changes to the IESO Board. He has worked in the integrated operation of Ontario’s electrical system for over 25 years and in the development and operation of competitive markets for the last ten. Paul is the Vice Chair of NPCC’s Reliability Coordinating Committee and is a Canadian representative of NERC’s Operating Committee and Operating Executive Committee.

Paul Murphy has a Bachelor of Applied Science from Queen’s University in Kingston, Ontario and is a registered Professional Engineer in Ontario.

 

 

Jeffry Myers
President, Pristine Power

Mr. Jeffry Myers is a founding member and President of Pristine Power Inc. Prior to forming Pristine, Mr. Myers was President of Westcoast Power Inc., and he has twenty-five years of experience in all areas of the downstream natural gas and power businesses.

Mr. Myers joined Union Gas in 1980 progressing through a number of operations roles before being appointed Manager, Business Development.  In 1990, Mr. Myers left Union Gas to become Vice President, Business Development for Nordic Power, a startup independent power company where he was appointed President of the Canadian affiliate in 1991.

Mr. Myers joined Westcoast Energy Inc.’s Pipeline Business Development group in 1994 and was appointed Vice President, Business Development in early 1997.  This role was expanded to include power project business development in 1998, and in late 1999, Mr. Myers assumed operating business unit responsibility for Westcoast Power Inc. Following the acquisition of Westcoast Energy Inc. by Duke Energy in March of 2002, Mr. Myers was retained to manage the sale of Westcoast Power’s remaining interests and to wind up the organization.

In 2002, Mr. Myers became a founding member and President of Pristine Power Inc., an independent power developer based in Calgary, Alberta. Mr. Myers is responsible for leading Pristine’s experienced and multi-disciplined team in the development of dependable, cost-effective power utilizing innovative and emerging technologies.

Mr. Myers holds a B.A in Business Administration from the University of Western Ontario and an MBA from the University of Windsor.

 

 

Sandy O’Connor

Sandy has been with TransAlta for 19 years, with almost 13 years of that time spent in the regulatory area, working in a number of different jurisdictions in which TransAlta operates including Alberta, Ontario, the Pacific Northwest and Mexico.

Sandy has been working in Ontario since the Market Design Committee (1998/1999), with a brief break to focus again on Alberta, participating in the development of what became the Alberta Government’s Transmission Development Policy.

Tom Parkinson
President and CEO, Hydro One

Tom Parkinson is President and CEO of Hydro One, the electricity transmission and distribution business for Ontario, Canada. Hydro One is a $12 billion business which owns and operates Ontario's 28,400 kilometre high-voltage transmission grid that delivers electricity to large industrial customers and municipal utilities, and a 122,000 kilometre low-voltage distribution system that serves 1.2 million end-use customers in the province. With over 4,500 employees, Hydro One is among the largest power companies in North America.

Tom is Chairman of the Canadian Electricity Association, and has served on the Board of Ontarios Independent Market Operator. In September 2004 Tom was named the Ontario Energy Association Leader of the Year, a prestigious award recognizing his vision, strategic thinking and passionate leadership of Hydro One. Tom joined Hydro One in 2001 as President and CEO of Hydro One Network Services.

Tom became President, Chief Operating Officer and co-CEO in July 2002, and then President and CEO of Hydro One Inc. in January 2003.

 

 

Ken Petrunik

Ken Petrunik as AECL’s Senior Vice President and Chief Operating Officer is AECL’s commercial executive responsible for managing AECL’s commercial operations including major projects and services, and marketing and business development. Ken has led the design, licensing, construction and commissioning of the Embalse station in Argentina, Cernavoda Unit 1 station in Romania and Qinshan Phase III Units 1 and 2 station in China bringing them into service on or ahead of schedule plus created the strong AECL project team for the successful Wolsong 2/3/4 three unit project in Korea.

Ken is a results oriented executive who has created and led his teams with a direct personal involvement in commercial, technical and operational matters. Ken has a broad understanding of the power plant business and has developed excellent relationships and partnerships with clients. His multinational experience includes working with government ministers, consortia partners and technical and scientific staff.

During Ken’s 30 plus years with AECL, Ken has held a number of executive positions including Vice President, Projects and Services Business Unit, Vice President and Project Director, China, Regional Vice President Marketing, Vice President Operations, and Vice President Projects.

Prior to executive appointments, Ken’s roles have included Director of Business Planning, Project Director Embalse (Argentina), Cernavoda 1 (Romania), Qinshan (China), Senior Project Engineer Darlington, and Section Head Process Design Engineering.

Before joining AECL Dr. Petrunik worked for Ontario Hydro, Imperial Oil and Gulf Oil.  He has a Ph.D. from the University of Windsor in Chemical Engineering where he taught university for four years and was attached to AECL's Chalk River Laboratories where he carried out experimental work on reactor thermal hydraulics for his theses.

 

 

Robert G. Power

Stephen Probyn

Stephen Probyn is regarded as one of Canada's leading experts in the power sector, project finance and renewable energy. He is founder and Chairman of The Probyn Group of companies, which he established in 1987 to pioneer in all three fields.

As President and CEO of Probyn & Company, Stephen Probyn has been responsible for arranging close to $2 billion in long-term debt and equity investment for new power projects, including natural gas, landfill gas, wind energy and biomass. The Sunlife/Probyn joint venture is one of North America’s leading financiers of renewable energy.

Prior to his career in the private sector, Stephen Probyn served for 15 years as an advisor to government and the energy industry, and held the position of senior advisor to the Minister of Energy, Mines & Resources Canada. He has testified before numerous government and regulatory bodies. In 1998, he was appointed to Ontario Government to the Electricity Market Design Committee, charged with the restructuring of Ontario's power market. He has since served on such government committees on market regulation and environmental issues as the federal Electricity Table of the National Climate Change Process; the NUG Advisory Committee to Ontario's Minister of Finance; and the federal Guideline Review Committee, Environmental ChoiceM Program, which will develop national "Green Power" standards for Canada's electricity industry.

Stephen Probyn is CEO of the Manager of the CLEAN POWER INCOME FUND, which invests in environmentally preferred power generation, is managed by a Probyn Group affiliate. Clean Power Income Fund is the first fund of any description to be awarded the Environmental Choice distinction. Listed on the TSX, the Fund has investments in 43 facilities with aggregate generating capacity of 347 in Canada and the US, and is rated SR-2 by Standard & Poor’s.

Stephen Probyn has served the renewable energy industry in a number of capacities. In 1999, he was  appointed as an advisory to the G8 Nations Task Force of Renewable Energy. He is the past President of the Independent Power Producers Society of Ontario and was awarded the Hedley Palmer Award, for services to Ontario’s independent power utility. Mr. Probyn is also a member of the Legislative Committee of the American Wind Energy Association.

Educated at Queen’s University, the London School of Economics and Harvard's John F. Kennedy School of Government, Stephen Probyn served as President of the Couchiching Institute of Public Affairs. He is a Director of United Corporations Limited and Chairman of Canadian Association of Income Funds a national organization established to provide a consistent, reliable source of information concerning income funds.

 

 

David Pumphrey
Deputy Assistant Secretary for International Energy Co-operation.
US Department of Energy

Mr. Pumphrey is Deputy Assistant Secretary for International Energy Cooperation.  In this position, he is responsible for the development and implementation of strategies that will strengthen U.S. energy security, improve environmental quality and create investment and trade opportunities for U.S. energy companies. In this capacity, he manages the Department’s bilateral and multilateral relations with countries in Asia and Europe, as well as the Department’s international science and technology programs.

Mr. Pumphrey has an extensive background in international energy issues.  His work with the Department’s International Office has included a wide range of major projects including negotiation of energy provisions for the North American Free Trade Agreement and several other trade agreements, creation of the Hemispheric Energy Initiative to implement commitments made in the Summit of the Americas, design and management of energy cooperation programs with Russia, South Africa, Mexico, Saudi Arabia and Venezuela, and analysis of developments in international oil and gas markets.

Mr. Pumphrey also served with the Department’s Office of Oil and Gas and with the Federal Energy Administration, with responsibilities for programs to accelerate the development of domestic tar sand resources and commercialization of enhanced oil recovery technologies.  Before that, he served with the Bureau of Land Management in the Department of Interior with responsibility for analysis supporting the development of oil and natural gas on the Federal outer Continental Shelf (OCS).

Mr. Pumphrey received a Bachelor of Arts degree in economics from Duke University and a Masters degree in economics from George Mason University.

 

 

Mike Richmond
McMillan Binch Mendelsohn LLP

Mike Richmond is a lawyer in McMillan Binch Mendelsohn’s Energy Law, Commercial Real Estate and Government Relations Practice Groups. Mike provides corporate, regulatory and financing advice to developers, investors and lenders of power projects, including renewable energy projects, district energy systems, co-generation and demand-side management. Mike has acted for electricity distributors in connection with incorporations, sales and amalgamations pursuant to the Energy Competition Act, 1998, and for energy and telecommunications clients in the negotiation and drafting of license agreements and standard form customer contracts. He has provided advice in relation to power purchase and gas purchase agreements, as well as development and connection agreements and has represented numerous clients in the distribution, metering, generation and municipal sectors with respect to the development and promotion within government of policy positions favourable to the industry or the client.

In 2001-2002, Mike served as Senior Energy Policy Advisor to Ontario’s Minister of Energy, responsible for overseeing the restructuring of Ontario’s electricity markets. This included the drafting of legislation and regulations relating to the introduction of a competitive market, overseeing a public awareness and consumer education campaign, briefing Cabinet Ministers, liaising with OPG, Hydro One, the IMO and the OEB, and advising the Minister on all matters ranging from the disposition of Hydro One and OPG, to the creation of an emission trading framework, to the selection of a market opening date. Mike is currently a Director of the Ontario Energy Association.

 

 

J. Mark Rodger

Nathan Rudgers

Nathan L. Rudgers was appointed Commissioner of Agriculture and Markets for the State of New York by Governor George E. Pataki and confirmed by the Senate on June 9, 1999.  During his tenure, Commissioner Rudgers has focused on three major initiatives – agricultural economic development, environmental stewardship and food safety and security.

Highlights of the Commissioner’s career at the Department thus far include:
- Past President of the National Association of State Departments of Agriculture.
- Administering the Grow New York Program, a multi-faceted economic development program designed to enhance the economic viability of New York agriculture.
- Revitalizing the Pride of New York program, the State’s branding program for food and agricultural products grown and processed in New York State.
- Implementing the Agricultural Environmental Management program, a voluntary, incentive based program that helps farmers comply with state and federal environmental regulations.
- Developing the New York State Cattle Health Assurance Program, which develops farm-specific herd health plans to increase herd health, while assuring food safety.
- Co-Chairing the State’s Interagency Task Force on Food Safety and Security that addresses the state’s capacity to prevent, detect or respond to an attack on our food and agriculture industry.
- Representing all State Agriculture Commissioners on the new Food Sector, Government Coordinating Council, organized by the U.S. Department of Homeland Security to enhance national efforts to protect our food and agriculture industry.

 

 

David Santangeli
Managing Director
Energy Fundamentals Group

Mr. Santangeli is a managing director and a shareholder of EFG. At EFG, Mr. Santangeli is responsible for transaction origination and execution, financial advisory and capital raising activities. While at EFG, Mr. Santangeli has been involved in a variety of financial advisory and principal investment activities. These activities have been across a wide spectrum of segments in the North America energy infrastructure industry, including electricity generation, transmission and distribution; natural gas gathering and processing, storage, transmission and distribution; liquefied natural gas; and energy project development.  Recently, Mr. Santangeli was appointed to head the Ontario Ministry of Energy’s Office of the Special Negotiator in respect of the Bruce “A” unit nuclear restart project, a multibillion dollar investment in the Ontario power industry. The Office of the Special Negotiator, which recently completed its work, was responsible for negotiating the terms of a commercial power supply arrangement with Bruce PowerL.P.

Prior to joining EFG in 2004, Mr. Santangeli spent over 15 years in the investment banking and financial industry. During the past 8 years, Mr. Santangeli was a senior investment banker at Scotia Capital Inc., one of Canada’s largest investment dealers and a wholly owned subsidiary of The Bank of Nova Scotia, Canada’s second largest bank by market capitalization.

Most recently, Mr. Santangeli held the position of Industry Head for Scotia Capital’s Canadian Power and Infrastructure Group. In this role, Mr. Santangeli held overall responsibility for Scotia Capital’s activities in this sector, including Mergers and Acquisitions, Investment Banking, Equity Capital Markets, Corporate Banking, Fixed Income and Derivatives, among others, and the direction of over 25 professionals.  Significant accomplishments in this role included #1 rankings in the Canadian Power sector equity, debt and M&A league tables in 2003 and #1 rankings in a variety of Greenwich client satisfaction categories.

Mr. Santangeli was asked to join Scotia Capital in 1996 in order to develop Scotia’s Structured Finance capability. From 1996 to 2000, Mr. Santangeli was responsible for hiring, training and developing all professionals in the Scotia Structured Finance group, and was the primary driver behind the development of the business.  Significant achievements included:
- Over $15 billion of Structured Finance and Securitization lead mandates
- Two firsts in new asset type securitizations: Personal lines of credit and Reverse Mortgages
- Significant involvement in the development of the Limited Partnership structure for the Canadian Income Fund market
- Canada’s first public bond transactions in each of the healthcare, education and military sectors.

Prior to joining Scotia Capital, Mr. Santangeli held a variety of positions with the Confederation Life Group of Companies, including investment analyst roles involving private placement and public equity portfolios. Ultimately, Mr. Santangeli was asked to manage the international financing activities of Confederation Leasing Limited, which later became Newcourt Credit Group, now CIT. As part of this latter role, Mr. Santangeli was President and CEO of Barbados-based CCG Trust, an international equipment financing company. Significant accomplishments included:
- Creating and maintaining a $600 million portfolio of sophisticated cross border equipment leasing transactions, including origination, negotiation, funding, and ongoing monitoring
- Managing funding relationships with Great-West Life, Canada Life, Confederation Life and Clarica
- Developing Board and Corporate Governance practices, and managing relationships with elected Government officials, community leaders and Board members.

Mr. Santangeli holds a BSc and an MBA from the University of Toronto. He was born in Toronto in 1962, is married with 3 children, and is actively involved in a number of community activities including the Toronto Board of Trade, The University Health Network, and the Oakville Minor Hockey Association. Mr. Santangeli is an avid golfer and skier.

 

 

Amir Shalaby
Ontario Power Authority

Amir Shalaby was appointed Vice President Power System Planning at the Ontario Power Authority effective April 1, 2005. He has specific responsibility for the long-term integrated plans for development of Ontarios electricity sector as well as the ongoing assessment of system adequacy on a regional basis.

Mr. Shalaby is a Professional Engineer with undergraduate and graduate degrees in Electrical Engineering from the University of Waterloo and a Master of Business Administration degree from the Rotman School of Management at the University of Toronto. His 30-year career in Ontarios electricity industry includes experience in power system operations, power system planning and regulatory affairs at Ontario Hydro and Hydro One. Previous to joining the OPA, Mr. Shalaby was Manager of Regulatory Affairs, since 1999, at the Independent Electricity System Operator (IESO).

 

 

James Sidlofsky
Borden Ladner Gervais LLP,
Chair, Industry Task Force on Distributed Generation

James is a Partner in the Energy Markets and Infrastructure Group in Borden Ladner Gervais LLP’s Toronto office. He was admitted to the Ontario Bar in 1988. He holds an Honours B.A. (Philosophy, 1983 – College of Arts and University Gold Medallist) from the University of Guelph, an LL.B. (1986) from the University of Toronto, and a Diploma in Public Administration (1999) from the University of Western Ontario.

James advises electricity distributors, generators and retailers, and industrial and commercial electricity consumers, on a wide range of regulatory matters. He represents clients before the Ontario Energy Board in electricity and natural gas-related proceedings, including applications for rates, OEB code amendments, approvals of sales of electricity distribution utilities and gas storage facilities, and “leave to construct” applications; as well as “generic” proceedings such as the OEB’s Transmission System Code Review.

James is the Chair of the Industry Task Force on Distributed Generation, which is participating in the OEB’s proceeding in respect of the development of the 2006 Electricity Distribution Rate Handbook.

 

 

Stephen Somerville

Stephen Somerville is a member of the Probyn & Company team responsible for business development, acquisitions, “Request For Proposals”, and monetizing the "green" attributes of renewable energy facilities owned and/or operated by The Probyn Group and Clean Power Income Fund. Stephen was also recently part of a successful bid team for a 99 MW wind project in Ontario.

The Probyn Group is also an Investment Advisor to Renewable Energy Generation Limited (“REG”), a UK based, AIM listed firm, that invests in - on a global basis - wind projects. Stephen has been involved in many aspects of this start up and also involved in the equity investment we made in a 50 MW Polish wind farm. He also is currently part of the REG team seeking other wind project opportunities in the EU Accession countries and in South America.

Stephen has extensive experience in all aspects of the independent power industry, including market evaluation, acquisition negotiating, financial modeling, equipment procurement, performance evaluation, asset management, risk mitigation, contracting and government relations.

He represents The Probyn Group on the Board of Directors of the Association of Power Producers of Ontario (formerly, IPPSO) and was a participant in the IPPSO Taskforce on Distributed Generation. He is currently a member of the Renewable Generation Committee, and involved in APPrO’s OPA Procurement Policy Working Group and Supply Mix Committee.

He also served as a member of the Renewable Portfolio Standard implementation-working group and of the Canadian Electrical Association Taskforce – “Capital Cost Allowances (CCA) Rates For The Electric Power Industry”.

He received his Honours degree in Economics from the University of Waterloo and an MBA degree from The University of Toronto.

 

 

Safouh Soufi
SMS Energy Engineering

Safouh Soufi is the founding President of SMS Energy-Engineering Inc., a consulting firm that specializes in the engineering and project management of power generation and cogeneration projects based on fossil-fired and renewable technologies. Mr. Soufi has over twenty years’ worldwide experience in the design, construction, commissioning, start-up and operation of power generation facilities. Prior to SMS he worked for one of the world's largest engineering firms where he held various senior engineering and management positions. He also worked at several plant sites of an integrated power generation company where he assumed various design and operation responsibilities. In the early 90’s he was involved in several of Ontario independent power generation projects. Later, when the Market Design Committee was established he became increasingly involved in the development of the Ontario deregulated electricity market. In 1998 he was elected to the Independent Power Producer Society of Ontario’s (IPPSO) Board of directors and serves as a Chair of the Board’s conference committee.

 

 

Mike Stedman
Consultant

Michael Stedman has over 15 years experience in the energy industry and is an expert on gas supply, risk management, and transportation. He has held positions with Middleton Energy Management, Mirant Canada, Union Gas, and Centra Gas. At Middleton Energy Management and Mirant Canada Michael developed the gas supply business in eastern Canada. While with Union Gas, he managed and implemented the gas supply and risk management program, and led Union’s interest in TransCanada’s incentive agreement. He also developed strategies and negotiated Union’s long and short-term transportation contracts including the development of new transportation routes to meet market demand. Michael has served as policy witness before both the NEB and the OEB. Michael has a B.Sc. (Honours) in Metallurgical Engineering from Queens University.

Douglas Thomson,

Doug Thomson is a partner and head of our Environmental Group in Toronto and is a member of the firm’s Litigation Group. He advises private and public sector clients on a broad range of environmental legal matters, with particular emphasis on environmental approvals, environmental litigation and prosecutions and complex transactions.

Mr. Thomson attended Queen’s University where he received his BA (magna cum laude) in 1977 and his LLB in 1980. He is currently enrolled in the LLM program (Criminal Law) at Osgoode Hall. Mr. Thomson was chair of the Environmental Law Section of the Canadian Bar Association – Ontario from 1989 to 1992 and a member of the National Environmental Section Executive of the Canadian Bar Association. He is the environmental editor of Legal Alert (Insight), a contributing editor of the Environmental Law Journal, and the feature columnist in The Environmental Compliance Report (Southam). Mr. Thomson has been involved in several of the leading Canadian environmental cases. He has also been a member of the Public Advisory Group to the Ontario Government’s Environmental Assessment Task Force, and a member of the Public Advisory Group to the Ontario Minister of the Environment concerning the Ontario Environmental Bill of Rights. Mr. Thomson sits on the Business Advisory Committee to the Environmental Commissioner of Ontario. He is the sole environmental lawyer on the Specialist Panel of the Private Court, which adjudicates disputes as an alternative to traditional litigation.

Mr. Thomson is an associate of the Environmental Law Institute in Washington, D.C., and a frequent speaker at environmental law conferences and seminars. He is also a member of the Environment Committee of the Canadian Council for International Business. Mr. Thomson recently finished a term on the Board of Directors of the Ontario Waste Management Association.

Mr. Thomson is listed as one of the 250 top environmental lawyers in the world by the International Financial Law Review. He also appears in the International Who’s Who of Environmental Lawyers, the International Who’s Who of Business Lawyers and all editions of the Canadian Legal Lexpert Directory, a guide to the leading law firms and practitioners in Canada, as one of the leading Canadian lawyers in the area of environmental law. Howard Wetston, Q.C.
Chair of the Ontario Energy Board

Howard Wetston, was appointed Chair of the Ontario Energy Board on June 30, 2003. Previously he served as Vice-Chair of the Ontario Securities Commission from January 13, 1999. From June 16, 1993 Mr. Wetston was a Judge of the Federal Court of Canada, Trial Division and ex-officio member of the Federal Court of Canada, Appeal Division. From October 1989 to June 1993, Mr. Wetston was the Director of Investigation and Research (DIR) (now Commissioner of Competition), Bureau of Competition Policy. From October 1986, he served as Senior Deputy DIR where he was accountable for the overall direction and management of Mergers and Acquisitions.  Before entering private practice, he served as General Counsel to the Canadian Transport Commission and Assistant General Counsel to the National Energy Board and prior to that as General Counsel to the Consumers’ Association of Canada and Legal Counsel to the National Energy Board. From 1976 to 1980, he was a member of the Department of Justice as Crown Counsel and previously Crown Counsel in the Nova Scotia Attorney General’s Department.

 

 

Skip Willis
ICF Consulting

Skip Willis is the Vice President and Managing Director Canadian Operations of ICF Consulting, a global energy and environment consulting company. He advises business and government on issues relating to climate change and is a consultant to major industry associations in their negotiations with the federal government relating to the large final emitters. He was a business advisor to the Canadian Delegation at COP 9 in Milan and attended COP 10 in Buenos Aires.
