However, the scale of this announcement, coming on the heels of several
others, underscores just how serious the need for new supply is in
Ontario,” Butters said. He noted that APPrO had expressed its concern
that an earlier RFP process to address the need for additional capacity
in the GTA had not achieved the required results despite a locational
incentive and that a simpler and more expeditious process to find a
solution needed to be initiated.
"During the OPA's stakeholder consultations on procurement this summer
APPrO identified a number of improvements that could be implemented to
improve future procurement processes and achieve better results. We
anticipate that many of them will be reflected in the OPA's RFQ and
RFP documents to be released next month,” he said.
Butters added however that an RFP process isn’t
necessarily the best solution for every procurement situation. “We've
argued that bilateral negotiations where time, location, lack of
competition or other issues or considerations remove the benefit of an
RFP may be more effective, and that the OPA should have the flexibility
to proceed along these lines from time to time,” he said.
He also noted that governments at all levels need to work on
streamlined approval processes and better communication to the public
on the importance of contracted generation projects in achieving
Ontario’s critical electricity supply objectives. “These issues
threaten our ability to deliver clean new energy when we need it, where
we need it, and at a price we can afford –clearly this is
unacceptable,” he said.
