Producers Welcome Plan for Province's Electricity System
TORONTO, August 29, 2007:
Ontario's power producers congratulated the Ontario Power Authority and
the Ontario government for today’s news that the Integrated Power
System Plan has been filed with the Ontario Energy Board for review and
approval. Ontario has not prepared a comprehensive power system plan in
over 15 years, and today’s announcement is a major milestone in the
development of Ontario’s electricity system, APPrO president Dave
Butters said.
“Today’s filing brings the province much closer to a longer term energy
future based on independent and comprehensive forward planning
processes – not short term thinking”, he said. He said that APPrO
intends to participate actively in the OEB hearing process.
Butters noted that the OPA has incorporated the flexibility necessary
to accommodate a number of uncertainties through the use of appropriate
contingencies and reliance on a diversified portfolio of supply
resource options. “In particular, we applaud the OPA’s recognition that
Ontario’s gas-fired non-utility generation (NUG) operators, currently
under contract to the province, may be a source of additional system
flexibility and efficiency if there is a standardized process to deal
with contract renewals as the expiry dates draw near. APPrO has urged
such an approach for some time”, Butters added.
He commended the plan’s strong emphasis on conservation and demand
management. “These are essential parts of the picture, and everyone
will benefit from conservation and the development of economic
opportunities for increased efficiency”, he added.
He also encouraged the OPA to continue to take a leadership role with
regard to efficient review and approvals processes and social
acceptance of new electricity infrastructure projects. “The successful
implementation of this plan rests in the government's ability to break
down these barriers in the near-term", he said.
Butters said that APPrO members will continue to do their part to
provide new generation solutions, primarily utilizing private sector
resources. “We look forward to working with the OPA and other agencies
to ensure that Ontario’s power supply needs are met at the best cost,
both from new resources and by maximizing the output and efficiency of
existing generation resources.”
APPrO is a non-profit organization representing more than 100 companies
involved in the generation of electricity in Ontario, including
generators, suppliers of services, equipment and consulting services.
APPrO members produce power from nuclear, hydro, fossil, wind, waste
wood and other energy sources. APPrO's members currently produce over
95% of the electricity generated in Ontario.
